Battlegroups
A Battlegroup contains all of the units that are under your command both on and off the table. It is usually a composite, combined arms force consisting of infantry, armour and artillery although not necessarily limited to these three arms of service.
In traditional wargaming terms this is your 'Army' although in terms of scale it generally represents a handful of Battalions - only a fraction of a real WW2 Army.

Organisation
Being new to WW2 I expected to find that Tables of Organisation and Equipment (TO&E) would be a reasonably staright-forward subject. However, what I have found is that this is not the case. Whilst each army has established TO&E's which are laid out concisely in official documents and manuals, these were always ideals. Under battle-field conditions such precision broke down quickly as commanders in the field cobbled together battlegoups from whatever assets were available and which were always under-strength.
For the military historian this poses a huge headache as they try to keep track of unit histories and divisional organisations. For the wargamer, it is a blessing in disguise as it means we can put forward ad-hoc formations to suit our collections and our fancy within certain limitations.
